“The evidence is that Driver Only / Driver Controlled operation [DOO / DCO] is safer than being dispatched by a conductor or even a platform member of staff.” That’s the view of Mark Phillips, the highly experienced Chief Executive of the Rail Safety and Standards Board (RSSB).

The RSSB was established in 2003, in the aftermath of the Ladbroke Grove rail crash. It is a membership organisation that is owned by and serves Britain’s rail industry. It is the independent safety, standards and research body for Great Britain’s rail network and so it’s role is pivotal and wide ranging.

Mark has been CEO since 2016. In 2026 he celebrates 40 years in the rail industry. I met up with him to chat about RSSB; what it does and to whom it is accountable, as well as tackling a number of the more emotive issues facing the railway at the moment.
